In
the late 1980s and early 1990s, the town of Flower Mound began
requiring builders to provide amenities such as masonry perimeter walls,
entry ways, and some communal landscaping.
Builders
met the town’s regulations maintaining the infrastructure with working
sprinkler systems, etc. until they had completed the subdivision and moved
on to their next project.
In
many cases the builder/developer installed infrastructure crumbled or
|
deteriorated
because the builder would discontinue payment of services such as water to
common areas once they moved on.
The
town responded by mandating HOAs for subdivisions built after 1992. The HOA
would accept the responsibility of maintaining, repairing and improving
common areas within the neighborhood.
In
this way, the cost of communal areas (landscaping, perimeter walls, etc.)
would be distributed across all the
|
neighbors,
and the town would not be forced to place liens on the individual homes
within the neighborhood to bring the subdivision back to compliance with
town ordinances.
Your
neighborhood was built in the mid 1990s and therefore has a mandatory HOA.
Your dues are collected in January of the year they will be used to pay
for: water, electricity, landscaping, perimeter fence repair, neighborhood
activities, publications, etc.
